The City of Brentwood’s Finance Department is dedicated to the principles of competition and fairness, as well as ensuring that City of Brentwood taxpayers receive the best value for every expenditure. It is the intent of the City of Brentwood Finance Department to promote an open, free market competition when soliciting bids and/or proposals for the purpose of public procurement. Submitted bids will be given fair and equal consideration and are uniformly solicited, evaluated and awarded on a non-discriminatory basis.
All purchasing decisions made on behalf of the city will take into consideration such factors as price, quality, past performance and economy. The provisions set forth in this section are intended to ensure that such factors are considered. Whenever bids are required under the provisions herein, the city shall reserve the right to reject any or all bids, to waive any informalities or irregularities in a bid received and to accept any bid which it determines to be for the best interest of the city. The objective of the bid process shall be to select the overall lowest and best bid.
Reasonable efforts will be made to ensure that applicable businesses are notified when bid notifications and specifications are mailed out. Official bid notices are typically published in the local newspaper two weeks (but not less than five days) prior to the bid deadline.
