Welcome to the City of Brentwood web site. Our web site is a "work in progress" as we are continually undertaking efforts to improve the type of information and services available to our residents, corporate citizens and others. Our goal is to provide information on the Brentwood city government to help answer your basic questions, facilitate your interactions with City Hall and expand your understanding of the community.
While Brentwood’s special history is evident with the preservation of Fewkes Native American burial mounds and the preservation/restoration of classical homes built prior to the American Civil War, the history of the City government begins with a 1969 vote by residents to incorporate under the City Manager-Commission form of government. Since incorporation, the City has grown dramatically from 4,000 residents in 1970 to an estimated 36,000 residents in 2010.
While we are recognized nationally as an attractive residential community with 90% of the land dedicated for residential use and permanent open space, Brentwood has a balanced, sustainable economy with over 20,000 people employed in the community, mainly in our attractive office parks.
Brentwood City employees pride themselves in delivering basic municipal services in a responsive and cost effective manner. For 19 consecutive years, the City has not increased the effective property tax rate. The City property tax bill for the average house valued $420,000 is $515 annually. The City’s finances are strong and are recognized nationally by Moody’s Investors Services and Standard and Poor’s with the highest possible bond ratings – Aaa and AAA respectively.
Under the City Manager-Commission form of government, the City Manager is the Chief Executive Officer of the City and is responsible for carrying out the policies and priorities of elected Board of Commissioners. The City Manager is appointed by and serves at the pleasure of the Board. The Manager is responsible for the supervision of city departments including appointment and removal of all personnel, enforcement of ordinances, and preparation of the annual budget and capital improvements program.
While we are proud of our accomplishments to date, there is always room for improvement. We welcome your suggestions on how we can do things better and to alert us to problems or concerns that need the attention of the Brentwood City Government. - Various positions with the cities of Oak Ridge and Knoxville (1977-1990)
- Masters Degree in Public Administration from the University of Tennessee (1977)
- Bachelors Degree from High Point University, NC (1974)
- Grew up in Greensboro, North Carolina
- Vice President from the Southeast Region - International City and County Management Association (ICMA) Executive Board
- Tennessee City Manager of the Year (2005) and President of the Tennessee City Management Association (1998)
